On Nov 8, World Internet Conference (WIC) Specialized Committee on Artificial Intelligence (SC on AI) released the research outcome of its AI Safety and Governance Program the report titled "Advancing a Global Framework for AI Safety and Governance for the Well-being of Humanity" at the 2025 WIC Wuzhen Summit.

Zeng Yi, Co-Chair of WIC SC on AI, Co-Lead of the AI Safety and Governance Program, Director of the International Research Center for AI Ethics and Governance at the Institute of Automation, Chinese Academy of Sciences (CASIA), and Dean of the Beijing Institute of AI Safety and Governance (Beijing-AISI), together with Seán ó héigeartaigh, Co-Lead of the AI Safety and Governance Program of WIC SC on AI, Research Professor and Programme Director of AI: Futures and Responsibility at the Centre for the Future of Intelligence, University of Cambridge, introduced the formation process and main contents of this joint research achievement.

The Report provides a systematic review of global explorations and practices in AI safety and governance, identifies key challenges to be addressed, and draws upon multilateral governance experiences from other fields. Focusing on mechanism design, it explores how to build a global AI safety and governance framework grounded in the vision of a community with a shared future for humankind, and seeks to promote broad international consensus on establishing such a system.

The Report highlights that the global landscape of AI safety and governance is becoming increasingly fragmented, making the establishment of a comprehensive global AI safety and governance system both urgent and essential. It identifies four key challenges that must be addressed: First, to prevent and respond to global AI safety and security risks; Second, to balance differences in national development capacities and governance demands; Third, to coordinate multiple stakeholders to achieve effective actions; Fourth, to overcome the obstacles and interferences brought by geopolitics and ideology in this process.

To this end, the Report holds that all parties should integrate and optimize global safety and governance resources through measures such as strengthening coordinated mechanisms for risk response, deepening cooperation on capacity building, enhancing compliance review and oversight, and refining mechanisms for scientific assessment and decision-making. Together, they should advance the establishment of a United Nations-centered global AI safety and governance system that ensures safety and security, promotes inclusiveness, clarifies responsibilities and accountabilities, strengthens effective coordination, and ensures authoritative and efficient governance. 

The drafting of the Report has pooled the wisdom of multiple parties, undergone several rounds of in-depth discussions, and received active response and support from the member organizations of WIC SC on AI. Experts and scholars highly recognized the practical significance of building a comprehensive global AI safety and governance framework, and unanimously acknowledged the integrity and constructiveness of the Report. It is expected that the release of the Report will serve as an opportunity to provide useful reference for relevant discussions worldwide, further build broad consensus, and jointly foster the formation of a new global framework for AI safety and governance.
