

Global Artificial Intelligence Standards Development Report is an important outcome of Standards Program of World Internet Conference Specialized Committee on Artificial Intelligence in 2025. This report provides a panoramic overview of global AI standardization, systematically analyzing the standardization activities of international organizations and major economies. It examines emerging trends such as accelerated standardization, interoperability and mutual recognition, safety and trustworthiness, and responsible development, while identifying key challenges such as rapid technological iteration, the complexity of the industry chain, differences in governance philosophies, and the absence of Global South countries. The report further puts forward recommendations for advancing responsible AI standards, promoting collaborative development worldwide. It emphasizes that global cooperation is the key pathway to building an inclusive, interconnected, and sustainable AI standardization system. To achieve this goal requires joint efforts from international organizations, governments, industries, and research institutions to address challenges, and to continuously advance the formulation and implementation of responsible AI standards.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
